The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are waged: hopeful statements are issued from different nations. Significant resources is allocated on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity afforded by up-to-date information. From witness perspectives, military aircraft that had been dispatched to counter approaching guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly transforms into grim resignation: perhaps the approaching threat won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Soon after, a large-caliber weapon engaged a unmanned aircraft close by, part of a defensive team – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its destination.

Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, devastation and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a need that European nations are clearly incapable to substitute in the near term.

Unsuccessful Negotiations

The comprehensive proposal from US administration sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, no doubt, continue.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unrealistic to pressure the Kremlin to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not evolve additionally in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its favour.

Current Realities

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all did their job.

While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
